Procedure for Amendments of Constitution
Amendment:
-Amendment can be initiated in either house of Parliament (Not in State Legislature)
-The Amendment bill can be introduced by either the minister or by a private member.
-It does not require prior permission of the President
-It must then be approved by each House of Parliament.
-The bill must be passed in each house by a special majority, that is, a majority of the total membership of the House and a majority of not less than two-thirds of the members present and voting.
-Each house must pass the bill separately, in case of disagreement between the two houses, there is no provision for holding a joint sitting of the two houses to pass the bill.
-If the bill seeks to amend the federal provisions of the constitution, than it must also be ratified by the legislatures of at least one-half of the states by simple majority (that is the majority of the members of the house present and voting).
-Once all other stages have been completed, an amendment is bound to receive the assent of the President of India.
