It was founded upon the suggestion of British civil servant Allan Octavian Hume ( A O Hume ).

It was created to form a platform for civic and political dialogue of educated Indians with the British Raj.

On 28 December 1885, the Indian National Congress was founded at Gokuldas Tejpal Sanskrit College in Bombay, with 72 delegates in attendance.

A. O Hume assumed office as the General Secretary, and Womesh Chandra Bonnerjee of Calcutta was elected President.

First session of Indian National Congress held at Bombay on 28-31, December, 1885.

The first meeting was scheduled to take place at Pune but due to plague outbreak it was shifted to Bombay.

The second INC meeting was held at Calcutta in December 1886 and the President was Dadabhai Naoroji.

In 2nd INC delegates were increased to 436 and these were elected by different local organizations and groups.

The success of 2nd INC session led the leaders decide to held the meeting every year in December in different parts of the Country.
