Urban Basic Services for the Poor (UBSP)
- The plan named Urban Basi Services for the poor was started during 1990-91.
- The objective of this plan was to introduce absolute improvement in the lives of the people living in the slums.
- The Government also accepted it for the period of Eighth plan.
- The expenditure made on this plan is shared by the Centre and the State Governments in the ratio of 60 : 40. During the fIrst year there was a target of spending an average of Rs. 75 per capita on this plan.
- In the second year and after establishing the basic services the average spending was proposed to be reduced to Rs. 50 per capita.
- Under the Eighth plan, an amount of Rs. 100 crore was allocated for this purpose.
- This scheme is being implemented for environment improvement of urban slums of the state region and also as an assisting plan of the centrally sponsored Nehru Rojgar Yojana.
- It was estimated that by the end of the Eighth plan, the benefit of this plan would be extended to those 500 urban areas where total number of slums was about 70 lakhs.
Jawaharlal Nehru National Urban Renewal Mission (JNNURM)
- The JNNURM a seven years programme launched on December 3, 2005, provides financial assistance to cities for infrastructure, housing development, and capacity development.
- Two of its four components-Basic Services to the Urban Poor (BSUP) for 65 select cities and Integrated Housing and Slum Development Programme (IHSDP) for other cities and towns-are devoted to shelter and basic service needs of Thepoor.
- The JNNURM also emphasize the implementation of the following three mandatory pro-poor key reforms to enhance the capacity of urban local bodies (ULBs) -
(i) internal earmarking within local body budgets for basic services to the urban poor;
(ii) earmarking at least 20-25 per cent of developed land in all housing projects (both public and private agencies)for the economically weaker section (EWS)/ lower income group (LlG) category;
(iii) implementation of seven-point charter for provision of seven basic entitlements/services. As the first national flagship programme for urbanization, the JNNURM has significanTly triggered the creation of many innovative ideas in States that will increase their ability to maintain the momentum of the urban transformation They have initiated. As on March 31, 2014, 803453 houses have been constructed and 580030 houses occupied by beneficiaries.
